Citizen Manuel Rosales. Governor of Zulia State. Present.
Attentive and respectfully, I speak to you through this letter, first of all to greet and hoping you to be okay. This letter is to highlight all the achievements that were succeeded during your term of management. It has been really positive to have you as the administrator of such a wonderful state. All citizens who live in this bautiful piece of land we have been able to feel such a radical change that the Zulia has experienced, as it has been embellished with those works so manificent that have been built and that makes us a national and international tourist attraction, a refence of this is the monument in honor of our patron, It has also been seen a profound change in heakth centers under your management, making it a model to fllow and live up to others who are at large and modern cities. But we must continue working to improve many aspects such as the construction of new roads as the ones we have are gradually insufficient due to increased fleet which carries a terrible chaos and queues. It should also improve security, implementing more effective plans to combat the problem. Another point is tah we must improve the rescue of many children in the street as these are the future of our country.
Mr. Governor there is many benefits and progress, but we must all continue to work to improve other areas.
Without anything else to be said and hoping that this letter is taken in count.
Angel Flores.

It is formed by four different geographical regions. To the Norwest and to the north there are the high Venezuelan lands which hold the highest point in the country, El Pico Bolivar in Merida.
To the west of this mountains there is located a vast depression, with hills and low plateaus that include the Maracaibo's lake, the Llanos a region of planicies, is located in the north center; is not the best zone for the agriculture and is very little populated.
